Congratulations on your acceptance to the ** Ph.D. program in geotechnical engineering. We are currently making decisions about assistantship offers for the Fall semester, but have not finalized any choices. Have you made any final decisions about graduate school yet?

考虑给你TA或RA，问你是否已经确定了学校。如果你对项目有疑问可以通过skype和email交流。好像木有具体说是interview

这个不是要约你面试，是说给你了ad，正在考虑是不是给offer,另外问问你有没有决定要去哪，你可以和对方发邮件聊聊，说说自己是不是做了最后的决定了，另外如果需要钱，也可以和对方说说自己的想法。
