Cornell太坑(S)爹(B)了吧，到底免托福的政策是什么？

我之前咨询过小秘，答复是这样的。
If you have studied 2 fulltime years within last 5 years you are exempt. If your 2 years of fulltime studies are not yet full filled but will be prior to admit term this qualifies.
Application reviewers will review your transcripts to verify exemption, no added form is needed to qualify for exemption.. more info on 1point3acres.com
但是小秘现在以我的transcript上没有fall 2014和spring 2015的课程不给我免，让我提供新的成绩单和Spring 2015毕业。我又开了最新的带fall 2014的成绩单。然后附上了学校的academic verification。 但小秘说最后一学期是half-time，不符合条件。
可是最后一学期不够9个学分，国际学生本来就是half-time啊，而且不管是不是我都可以毕业。
难道我的申请费就这么打水漂了？
